RefugePoint was founded in 2005 to provide lasting solutions for the world’s most vulnerable refugees. We work to fill the critical and unmet needs of people affected by war and conflict that have fallen through the net of humanitarian assistance, in particular women, children and urban refugees.
 
The HR Program Manager position requires the highest degree of professionalism and ethical commitment.  The position requires the ability to prioritize numerous logistical, administrative, and human resources tasks supporting both the regional deployment program and various tasks in support of the urban refugee protection program in Nairobi.  In particular, it requires a strong HR and systems leader, who will handle multiple HR functions for both the Nairobi and regional program.
 
This position reports to the Director of International Programs for all regional activities (60% of workload) and to the Kenya Country Director for all duties related to the Nairobi program (40% of workload).  In addition, the position requires regular cooperation with the Resettlement Coordinator and the Child Protection focal point in Nairobi and with the Associate Director for Finance and Administration in the HQ office. The position is based in Nairobi, Kenya.
 
The core responsibilities of this position are as follows:
 
Support RefugePoint’s UNHCR Collaboration Project
HR Support:
  • Shepherd staff to ensure timely and efficient recruiting and on-boarding of new Child Protection and Resettlement Experts (regionally deployed staff).  This may include shortlisting, interviewing, assisting with reference checks, as well as developing a timeframe and a reminder system to ensure all steps are be completed;
  • Assist with the onboarding of new staff, paying particular attention to receipt of required documentation from all new staff;
  • Assist in ensuring that online data management systems (ApplicantStack, Survey Monkey, Dropbox, etc.) are kept up-to-date and accurate;
  • Maintain systems for tracking dates of employment and deployment(s);
  • Ensure Experts have submitted paperwork proving they are in compliance with basic security requirements;

Program Support:
  • Maintain physical and online filing systems for all documents related to each deployment;
  • Assist with the financial management of each deployment and the program in general, for example by communicating with staff about the allowances and reimbursements for each deployment, reviewing monthly financial reports, completing monthly BvA analyses, etc.
  • Work with Experts to ensure accurate and timely submission of monthly statistical reports, update the database and other statistical tracking systems, and generate summary reports;
  • Work with the IT Manager to continue to develop a regional casework database, including adding new tables, standardized reports, and other functions;
  • Assist with completion of regular reporting to UNHCR;
  • Monitor and update systems and procedures to confirm that all required steps are taken for each new deployment and that our systems capture all steps;
Support RefugePoint’s Urban Refugee Protection Program in Nairobi, Kenya
HR Compliance:
  • Work with the head of finance and administration to document solid HR policies and procedures, and ensure said policies are practiced;
  • Prepare staff payroll and ensure accurate payment of all statutory deductions
  • Maintain employee personnel files in accordance with GOK laws and regulations;
  • Manage all the insurance policies for the Nairobi office, including assets, vehicles, liability, etc.;
  • Serve as staff HR representative and resource in conjunction with other management and admin personnel;
 
HR Benefits Management:
  • Maintain staff leave schedules and vacation/sick leave balances
  • Administer employee benefit programs, including SACCO and pension contributions, and ensure employees have adequate and responsive medical insurance coverage;
 
Recruitment, Onboarding, and Training/Professional Development oversight:
  • Coordinate the recruitment and onboarding of all new Nairobi staff, ensuring that comprehensive training plans have been developed by the relevant supervisors;
  • Work with supervisors and managers to ensure annual training plans are developed for all staff to ensure continuous professional development;
  • Work with staff who require statutory training and certification to ensure they are meeting all requirements.
 
Logistics Support for all RefugePoint programs
  • Arrange for temporary lodging, transport, communication, and other travel logistics for all staff traveling to and from Nairobi;
  • Act in a supporting role for Experts as they arrange their visas, flights, hotels, and all other travel logistics for travel throughout the region;
  • Coordinate Experts’ travel with receiving UNHCR offices;
 
Other duties as assigned.
 
 

Desired Skills and Qualifications
  • Bachelor’s Degree in related field plus at least five years of relevant work experience, OR Diploma plus at least eight years of relevant work experience;
  • Prior experience working with an International NGO in Kenya required;
  • Familiarity with other refugee-serving agencies preferred (familiarity with UNHCR and/or other UN agencies ideal);
  • Prior experience with one or several functions of recruiting (job description development, shortlisting, interviewing, onboarding, etc..) required;
  • Prior experience managing logistics across multiple countries in Africa preferred;
  • Ability to manage several HR functions in a small office, including but not limited to: employee relations, benefits, payroll, compliance, and coordinating professional development;
  • Ability to develop and manage systems and comfortable ensuring staff (including superiors) follow these systems;
  • Self-driven: able to work effectively and efficiently with limited supervision, as well as coordinate with a team of colleagues across many different time zones.
