Title:  Human Resources Manager

Reports To:  Director of Finance and Administration

Location:  Cambridge, MA

Classification:   Full time, salaried (exempt)

 

Overall Responsibility

The Human Resources (HR) Manager will work on a variety of HR matters to support RefugePoint’s staff domestically and internationally.  The HR Manager will coordinate recruitment and related onboarding and training efforts, manage staff benefits and support in the Cambridge office, spearhead the agency’s professional development efforts, and work closely with other headquarters staff to ensure proper compliance standards are in place.   The HR Manager will also serve as a point person for inquiries and consultations from staff across the organization on HR matters, including issues requiring confidentiality.  This position reports to the Director of Finance and Administration (DFA), and works closely with the Finance Manager, Senior Programs Officer for Mental Health and Wellness, Managing Director, and other agency operations staff.    

 

Key Responsibilities:

Recruiting & Onboarding

  • Oversee and participate in RefugePoint’s recruitment efforts;
  • Provide support to departmental managers on recruitment and ensure that the process follows best practices;
  • Administer, track, and identify opportunities to strengthen the hiring and on-boarding process; and
  • Conduct new employee orientations and coordinate with appropriate departments to ensure proper onboarding is completed.

Policies & Compliance

  • Develop and administer policies and procedures for all agency personnel; maintain the employee handbook;
  • Ensure compliance with all federal, state and local employment laws; bring areas of concern to management’s attention;
  • Oversee and administer mandated employee trainings;
  • Ensure accuracy of employment records and that all new hires, terminations and employee changes are recorded properly in underlying systems; and
  • Maintain organizational chart, employee directory, and personnel files.

Payroll, PTO & Benefits

  • Assure that payroll for all RefugePoint employees is processed timely and accurately;
  • Work with supervisors to ensure adherence to paid time off policies; and
  • In conjunction with the DFA, manage RefugePoint benefits program, and conduct annual re-evaluation of benefit offerings.

Employee Relations & Professional Development

  • Oversee quarterly performance evaluations process;
  • Work with supervisors to assess professional development needs and research and propose opportunities to RefugePoint leadership;
  • Work closely with the Senior Program Officer for Wellbeing and Mental Health to identify opportunities and propose strategies to improve the wellbeing of staff; and
  • Serve as a primary point of contact for inquiries, complaints, and any sensitive personnel matters raised by staff

Other duties as assigned.
 

Desired Skills and Qualifications:

  • A Bachelor’s degree or proven competency in Human Resources, including such areas as employee relations, professional development, recruitment, and benefits management.
  • Prior experience in an organization with staff in multiple countries is highly desirable
  • Strong communication and collaboration skills, with a proven ability to work with colleagues across multiple international offices and other programmatic and operational departments
  • Commitment to fostering a diverse, equitable, and supportive working environment
  • Exceptional interpersonal, communication, and organization skills
  • Ability to think creatively and to exercise judgment, discretion, and neutrality in employee relations matters
  • Ability to work individually in self-directed manner, and as part of a team with a wide range of responsibilities
  • Excellent knowledge of employment laws and regulations
  • Knowledge of Human Resources Information Systems is preferred
  • Must be based in the greater Boston area
