Founded in 2005, RefugePoint partners with refugees to access life-changing solutions and transform how the world supports them. For those who can safely remain in the country to which they have fled, we help them reach stability and work towards self-reliance so they can meet their own needs. Unfortunately, many refugees can’t go home and can’t safely stay in the country to which they have fled. We help these people relocate to a safe, new country, through resettlement or other pathways so that they can begin to rebuild their lives. RefugePoint helps refugees access these solutions using three tactics: direct services, field building, and systems change. Through this three-pronged approach we provide direct services to thousands of refugees each year, strengthen the capacity of other organizations to better serve refugees, and influence global policy and practice to transform refugee response systems.
Lasting solutions work. Directly, we’ve referred over 140,000 refugees for resettlement or other pathways to a safe, third country. We’ve also equipped thousands of refugees with the tools to support themselves and their families in the country to which they’ve fled. Background

We partner with refugees to support them in achieving their aims and are committed to ensuring that refugees are an integral part of our program design, implementation, and monitoring, as well as our overall agency governance. RefugePoint has long recognized the vital role that refugee-led organizations (RLOs) and community-based organizations (CBOs) play in responding to the needs of their own communities. RLOs and CBOs play a critical role in addressing the needs of displaced communities by providing culturally informed services, amplifying refugee voices, and driving locally rooted solutions.
Objectives
RefugePoint is seeking a skilled and experienced Consultant in Organizational and Leadership Development to support initiatives that strengthen the organizational and operational capacity of Refugee-Led Organizations (RLOs) in Kenya. The Consultant will work closely with RefugePoint’s RLO Engagement program to enhance leadership effectiveness and governance systems within selected RLOs, with the goal of improving institutional credibility, accountability, and their ability to engage as sustainable partners in the refugee self-reliance ecosystem. The ideal candidate should have experience working with start-up organizations, community-based organizations, or MSMEs.
Purpose of the Consultancy
The purpose of this consultancy is to design and deliver tailored organizational and leadership development capacity strengthening support to refugee-led organizations, enabling them to:
- Strengthen governance, management, and operational systems;
- Enhance leadership capacity at individual and collective levels;
- Improve organizational sustainability, accountability, and strategic clarity;
- Build confidence and agency to engage effectively with donors, partners, and coordination structures;
Scope of Work
The Consultancy will undertake the following activities:
- Assess the organizational, governance, and leadership capacities of participating refugee-led organizations (RLOs), identifying risks, strengths, and priority capacity-building needs;
- Co-create practical, culturally responsive capacity-strengthening plans with RLO leadership and members, including:
- Ethical, accountable, strategic, and inclusive leadership (including gender-responsive and power-aware leadership);
- Conflict-sensitive leadership and internal dispute management;
- Support RLOs to develop, review, or operationalize governance frameworks and policies, including:
- Board and management structures, roles, and mandates;
- Codes of conduct, ethical standards, conflict-of-interest, and whistleblowing policies;
- Strengthen internal accountability mechanisms, transparent decision-making, and safeguards against fraud and exploitation, and accountability to affected populations;
- Provide tailored coaching and mentoring for RLO leaders;
- Facilitate peer learning, collaboration, and solidarity among RLOs;
- Support the development and implementation of governance and organizational action plans;
- Strengthen leadership and organizational systems, including adaptive and collective decision-making, governance, strategy, HR, safeguarding, and accountability;
- Promote inclusive, gender-sensitive, and trauma-informed leadership and organizational practices.
- Support the design and implementation of a tailored capacity-building program for women-led refugee-led organizations (RLOs);
Ongoing Support
- Offer continuous technical support and mentoring to RLOs on leadership and governance matters;
- Collaborate with RefugePoint’s program teams to monitor progress and adjust strategies as needed;
The assignment will apply a systems-strengthening and learning-oriented approach, including:
- Participatory governance diagnostics;
- Adult learning and experiential facilitation methods;
- Case-based learning grounded in RLO realities;
- Continuous coaching and reflection;
- Inception report with detailed methodology, tools, and work-plan;
- Governance and leadership diagnostic reports for each RLO;
- Customized leadership and governance training curriculum;
- Completed leadership and governance training sessions;
- Strengthened governance frameworks and policy documents for participating RLOs;
- Coaching and mentorship progress reports;
- Final synthesis report capturing outcomes, lessons learned, and RSRI-aligned insights;
Duration and Level of Effort
- Duration: Initially for 4-6 months and on a need basis thereafter;
- Sessions will be conducted on monthly basis;
- Level of effort: to be determined based on the number of RLOs and locations (e.g., Kakuma, Kalobeyei, Nairobi);
- Selected RLOs
The Consultant should demonstrate:
- Proven experience in leadership and governance systems strengthening;
- Experience working with RLOs, or community-based organizations;
- Strong facilitation, coaching, and adult learning expertise;
- Knowledge of refugee protection, localization, and self-reliance frameworks;
- Experience integrating learning and measurement into capacity-building programs;
- The Consultant will work collaboratively with the RefugePoint RLO Engagement team;
- Regular progress reporting and learning check-ins will be conducted;
Budget & Payment Schedule
- A detailed budget will be submitted separately. Payments will be linked to agreed milestones and deliverables.
